The drift of young people from the countryside to cities is reshaping rural life in much of the world. It creates two serious problems in particular, and each has a response that is realistic rather than merely well-intentioned. The first problem is the collapse of local services. Schools, clinics and bus routes are funded and justified by the number of people using them, so when the working-age population leaves, these close — which then gives the remaining families a further reason to go. The decline feeds itself. The measure that addresses this directly is to fund rural services on a different basis: by distance to the nearest alternative rather than by headcount. A village school of forty pupils is not inefficient if the next school is fifty kilometres away. This would not repopulate anywhere by itself, but it removes the mechanism that turns a small decline into an irreversible one. The second problem is economic. Rural areas are left with an ageing population and a narrow employment base, usually agriculture, which cannot absorb graduates. Young people do not leave because they dislike the countryside; they leave because there is no job there matching what they trained for. Here the useful response is infrastructure rather than persuasion. Reliable high-speed internet makes remote professional work possible from a village, and where that has been provided, some return migration has followed. It is a partial remedy — it does nothing for work that must be done in person — but it addresses the actual cause. Both measures share a logic: rather than asking young people to stay, they remove the reasons for leaving.
