Notice 1:

  1. A member of the committee wrote it.
  2. A member of the local community / a neighbour / a resident may answer it.

Notice 2:

  1. Someone at a language school or a college wrote it.
  2. Someone who wants to learn English / someone who is not English but is living in the UK may answer it.
