Answer

  1. The dragon went to the city looking for a disease and intending to end its life. It felt that its existence was tedious, unsatisfactory, tax-troubled, and lacking in purpose.
  2. In the ward, the dragon met a nurse. She couldn't provide the dragon with a disease, as the hospital refused to give him one. Instead, after three days, they offered him only a tiny bit of pneumonia, which the dragon found inadequate.
  3. After leaving the hospital, the dragon met a Colonel of Sanitation.
  4. The colonel, upon seeing the dragon, was unsure of what kind of creature it was. He humorously speculated if the dragon might be a disposable, biodegradable, or ordinary citizen, among other things.
  5. The colonel took the dragon to a place for a quiet talk and exchange of views, offering to share a meal and conversation over drinks.
  6. The colonel, in an unusual turn, declared the dragon an endangered species by the authority given to him by the Department of Sanitation. This, according to the colonel, would give the dragon a meaningful life role.
  7. The colonel got angry at the end when the dragon asked if men were on the President's list of endangered species. This question seemed to upset the colonel, leading to his fit of anger and the dramatic exit from the room.
  8. The dragon, filled with self-regard and convinced that it had finally conveyed a message to the Authorities, bought a lottery ticket and decided to stop smoking. The dragon's reaction suggests a newfound sense of purpose or meaning after being declared an endangered species.
